Hi Rockey,
first, make sure your file is a properly formatted CSV file, not an Excel file. Use the example CSV provided on the import tool page for reference.
If you are positive that you are using a properly formatted CSV file, check out the Documentation page that is also found on the import tool page for trouble shooting steps.
