HD Quiz does not generate any certificates and has never advertised such a feature.
It would be possible for a developer to add certificates by using the hdq_submit action, which allows you to run custom code on quiz completion, but the actual generation of certificates would need to be custom coded.
I am in no way affiliated with this plugin, but it sounds to me that you don’t need a quiz builder like HD Quiz, you need a full LMS (Learning Management System) plugin such as LearnPress.
They have a paid addon for certificates.
