Your site IS using page cache: Something called “batcache” is in use on your site. It looks like batcache is an old caching plugin, but it can also be integrated directly by your theme – so you may need to poke around your site settings and options to find a way to disable it. Sorry that I cannot be of more help, but the issue is almost certain that the page is simply being cached.
