Can I create a leaderboard based off of how users answer each quiz? Do I need a specific plug-in or api feed to generate this?

Hi Adam,
if you want to create your own leaderboard, then take a look at the Save Results Light addon to see how it works.
You can also use the hdq_before action to add custom content to the start of a quiz and hdq_after to add content after the quiz.
